The open skies at Lake Constance stimulated the open politics of further support for the Zeppelin Enterprise. The Reichstag enthusiastically voted a further two-and-a-half-million mark subsidy to assist in the construction of LZ4 and to provide for purchase of both ships by the military. 14 The year 1908 would be the great turning point for the fortunes of Count Zeppelin and the future of rigid airships. In the first six months, however, circumstances hardly favoured the aeronaut’s cause. Parseval’s second military non-rigid performed to military satisfaction.
By the end of the century the first successful rigid airship would make its initial ascent at Friedrichshafen – an achievement brought about by three significant factors: the unique blend of the Count’s tenaciousness and imaginative intellect; the military-social network available for his manipulation; and the fact of his personal fortune. Had Zeppelin not suffered his professional disaster, and thus not turned his unique circumstances towards working out his psychological frustration, the rigid airship might well not have been developed in time to give it even that one generation of competitive advantage over the more rapidly and less expensively evolving airplane.
Possibly some of this interest derived from newer stimulation of negative political reactions or of some anticipation of disaster. The fact remains, however, that, a handful of Goodyear blimps apart, only one rigid airship was then flying in all the world and just one other was about to join it; these alone still resisted the forces of familiarization and psychological desensitization. What were the dimensions of this rarity of rigid airship construction and movement in Western industrial society between 1919 and 1939?
